Cook the pasta according to the package instructions, but reduce the cooking time by 1-2 minutes to keep it slightly firm.
Drain and set aside.
Cook onions and butter until onions are just transluscent.
Sprinkle flour over the top of the onion and butter mixture.
Cook and stir until flour just starts to brown.
Add milk and whisk until thick and bubbly.
Remove from heat.
